CWR oversees the entire project management process from proposal inception to power system completion.  We are experts in what it takes to energize our customers.  Our team of industry professionals develops customized programs by assessing power availability and supply, facility and infrastructure characteristics, and standby and resiliency services. 

Our in-depth knowledge of the electricity grid and project development processes helps us to identify opportunities others have missed, anticipate and mitigate problems before they occur and to move quickly in executing and delivering on your plans.

Barbara founded Calvert Woodley Energy in 2016. As CWR’s Managing Attorney, she brings a legal and regulatory eye to her clients navigating governmental and contractual obstacles. Before CWR, Barbara worked for the U.S. Department of Justice for the Eastern District of California.

A New York native, she received her undergraduate degree from American University in Washington, DC, her law degree from University of California, Davis, and LLM from Utrecht University in the Netherlands.




With over a decade’s experience in energy project development, origination, and finance, Luke leads CWR’s project development and management consulting efforts. Prior to CWR, he worked in utility-scale and distributed generation at SunEdison, and at Constellation Energy Commodities Group in wholesale power trading and origination.

Luke received his undergraduate degree from Princeton University and an MBA from University of California, Berkeley.
